The City is on the Northern Tip of Laoet Island. This volcanic island has not erupted in living memory, although smoke and ash plumes are not uncommon. The crater is open and the glow from the lava is visible at night.
The town is the busiest port on the Islands. Its large deep-water port and massive obsidian breakwaters enable the town to handle the largest ocean going trading vessels and house a large home fleet.
The town has been planned and has 5 major roads running parallel to each other from the Docks to the Governors Palace. The middle road 'Dragon Way' is the primary road and leads directly to the palace while the other roads (Prince Road, Mirror Way, Bath Road and Laoet Road) all pass through markets or plazas. These 5 roads are intersected by a number of cross streets both major and minor.
Trade
Trade is the sole reason for this town's existence. 85% of all shipping (both local and foreign) either starts or ends it's journey here. Traders are looked after and there is a strong guard presence to ensure the streets and warehouses are safe.
Religion
Magic
Due to the cosmopolitan nature, magic is somewhat accepted here if not liked. There are no mages amongst the local populace and foreigners who use overt magic may find themselves locked up for a night to learn the error of their ways.
A warning is given to all mages arriving in the city that mages are actively hunted down and burned on the mainland.
Places
- The Bath-house
- Midway up Bath Road between the Street of Petals and The Road of Perpetual Dusk is a large ornate collection of buildings. Visible from Bath road is a large pool, fed from thermal springs. Surrounding the main bath other buildings offer freshwater bathing, cleaning, laundry and other services including private pools.
- The Docks
- The northern edge of the town is fronted by a huge line of warehouses that stretch from one wall to the other with only two other buildings on the dock-front, the Harbourmaster's and the Docksider. Even the chandlers is situated off the Docks. Eight twenty foot wide wharves stretch out over a thousand feet into the bay. A number of smaller wharves in a mixture of wood and basalt make up the rest of the waterfront.
- The Docksider
- A smart and well kept tavern on the Docks. The street outside is patrolled regularly and foreigners are often directed here to ensure their first night passes without incident. The Inn is a two story building jammed in between two large dry-store warehouses and fronts onto the main dock road. The lower story is built of dressed black obsidian and the top story is wooden.
- The building has 6 rooms that will sleep 3 each and a common room that will hold 15. The tap room can also be converted to sleep another 20 when things are busy.
- The Governors Palace
- This imposing building is situated at the southern end of town and from its upper balconies the whole town is visible. Surrounded in obsidian walls it consists of a number of large buildings connected by walkways that meander through sculptured gardens. There are two major entrances, the goods entrance is on the eastern wall, while the guest/administrative entrance is on the south wall. This gatehouse opens into an open mall with a tiled floor. Off this mall are a number of waiting rooms each containing a number of cushioned benches surrounding a small fountain. The roof of these chambers is open to the skies and a pleasant breeze keeps the area cool. While not stopping eavesdroppers, these antechambers are reasonably discreet.

- Governor (Captain) Orientalis Papinius Paetas
He is a 5'10" middle aged human with a heavy tan and rough outdoors look to him. He has spent much of his life at sea and prefers to dress in a similar style although the cloths used are expensive and unsuited to sea travel.
He is a known air mage with high ranks in travel and communication magic's and he is also known to be able to detect falsehood although to what extent has not been determined.
He is second in power within the region only to his Brother Caelistis Pescenniu Paetas Prince of Tanah Boemboe and is the driving force behind the area's shipping fleet and it's mercantile dominance of the isles.

- Bibulus Fabius, House Diplomat.
- This average looking, brown haired man is possessed of a number of magical rituals, skills and talents, including the ability to soundproof an area. He works for the Governor and is very knowledgeable on the subject of trade.
- Dalmatius Grimanius, "Collector Grimes".
- This officious little man is the 'Night Collector of Taxes and Dues'. His pleasant manner and mild mannered appearance are a façade for a fast and calculating mind with a keen grasp of context, situational awareness and nuances. He is possessed of an adept mind for sarcasm and what passes for wit, a talent that has left him on the night shift for many years. Grimes is charged with collecting a 'visitors tax' on those 'outsiders' who come to the port at night and charges different amounts for visiting Merchants vs Mercenaries as detailed in the tax laws of the city.
- Ennius Rufinus, Textiles Merchant
- A respected merchant in the textile trade, based in the markets near the docks on the east side of Setagen.
- Ligur Egnatius, Harbour Master
- As yet unmet by Guild representatives.
- Perpenna Publicus, Clerk in the Harbour Masters Office.
- A short, balding, officious clerk with a high opinion of himself. Often gives the impression of being the Harbourmaster without actually saying he is. Likes the colour purple.
- Yoshikuni Masa
- A representative of House Clan Takama from Kinlu. He is a respected factor in spices. While originally from Kinlu, he has lost the attitudes of his homeland after 20 years in Setagen. He has a small shop facing into the Plaza of Smells on Mirror Way.
- Aloise Shebenier
- An Elven Namer, Healer and Philosopher currently investigating the isles.
Crime and Punishment
The local Guard are both visible and effective, trouble is infrequent and is generally of the drunken idiot variety.

History
- Autumn 806 - 11th Thaw
Two bodies were found in the town, one hanging from a cornice. A note was found on one of them reading 'Sorry, wrong ship'. Investigation found them to be crew members of the 'Paetas Pride' the flagship of the Paetas fleet. The loss of this ship and a senior representative of House Philadelphus has provoked a major diplomatic incident.

A plague spread through the town and was resolved by a Guild Party.
