This is the cost (in Silver Pennies and Arcane Points) to purchase items and then allow you access to purchase the Base item of the next set above and then reselling the items for almost the best price.
This is to allow you to quickly move past the set of items if you are not interested in them.
You retain no 'Base item' for that set.
