The Foreign Quarter is an exclusive area, almost walled off from the rest of Sanctuary. Ambassadors, foreign dignitaries, wealthy ship captains, and other people who need to deal with Sanctuary without wading through filth, stay in the rich houses set around gardened courtyards. The servants all live within the area, and are honest to a fault - suspected crimes are usually punished by the destruction of the suspect’s family. By custom, rival ambassadors, traders, etc ignore each other’s existence. Within the area are a number of warehouses and gardens. During times of trouble, such as the recent False Plague riots, the Foreign Quarter can be self-contained for weeks.

People of Note

Anyone who is staying here is of note. A range of dignitaries can be found at any one time.

Law

The elite of the Third Command patrol the entrances, but no city watch are allowed inside. Instead, each dignitary, regardless of station, is allowed at most 6 bodyguards. It is said that most of the guest houses are guarded by magical creatures, and Adept bodyguards are certainly common. Efreet or similar creatures of fire have occasionally been seen returning to the Foreign Quarter with suspects.
