Should this be amalgamated in some fashion with the category:Villains?
Do these people have info or are they just some names? If the latter is there worth in adding "fictional" -- if you'll pardon the usage -- NPCs?

Yes they should be amalgamated
These people will have more pertinent information that has yet to be discovered or will become visible over time. They will contribute to the tapestry background of interwoven life in the DQ mileau and is following suggestions given by a number of people on the lists in recent times to give more 'life' and character to teh game
