The Promise of Heaven is a park set in the far east of the city. It was the ornate grounds of the old Ilsigi palace larger and more opulent than the governor's palace, but this building was levelled a generation ago, when Ranke imposed firmer control on the free city. The site of the old palace is now a large parade ground, used by the garrison for training and displays. Now the park is a source of civil pride, open to all who can afford it, and used for promenading, horse rides, picnics, and romantic rendezvous. It is also a common hangout for prostitutes trying to become mistresses or to break into the lucrative garrison market.
