Mission
Ruska has a problem with some rowdy new neighbours and requires assistance.

Ruska has men and resource aplenty but few generals and few people capable of the organising of training, supplies and equipment manufacture and delivery on a large, nation wide scale. Guild members with appropriate skills or abilities will be supplied with a budget, a number of troops requisite with their rank, basic manufacturing materials to construct any infrastructure needed. (Smithies, bakehouses, foundries, wagon makers, fletchers) They will be responsible for training, feeding and equipping a force for battle in one or more provinces the geography of which they will be informed of beforehand. How their budgets are combined, spent or saved will be up to them. Success on the field of battle will yield more resource and perhaps honours commensurate with performance. Failure could result in anything from loss of face to being captured by the enemy.

Prelude

Colonel Molotov briefs us. As his information is more than two months old (he travelled to a Hindian port, then by ship to Seagate), it is only useful in general terms. He is very pleased when Morgan offers his flying caravel to take all of us (including personal guards) to Field Marshal Ivan Fedorovich Paskevich in Western Ruska, who will issue our commissions.

Shortly after Beltane (three months ago), two types of strangers started appearing Northwest and North of Ruska. The elves (with equipment of a type unfamiliar to the Ruskans) have been encountered (with some survivors escaping to report) in groups of 20-30, generally to the Northwest. Larger groups of mixed races, speaking no local language) have been found to the North. The two forces appear to be fighting each other, with Ruskans being pushed aside as an apparent afterthought. Both forces are known to use flying ships.
We remember reports of a huge fleet of elven flying ships heading east from the Elven Portal at Clarkesville, and travel there on Morgan's ship to investigate. The locals (and our contacts in elven nobility) are unable or unwilling to provide any more details. Divination of the portal shows mana being used to 'charge' it from Candlemansa onwards, with a massive energy use on Beltane. The other end is on a Nexus plane where the Calamar have previously been encountered.

We depart for Ruska on 3rd Fruit, and arrive at Tashtagol late on the 5th.

Orders and Planning

FM Paskevich issues our commissions, and gives us our orders. We are to drive the invaders out of the Tomsk Region (made up of 16 Provinces), and return the Tsar's Rule. In addition to the initial supplies, we may call on the output of those Provinces that are under the Tsar's Rule. Sufficient food and basic military supplies to sustain many thousands of troops are available at Tashtagol, and reasonable numbers of recruits and crafters (e.g. carpenters, cartwrights) may be found in towns.

Fresh intelligence is a priority, and the 60 immediately available scouts are recruited to search the other provinces. We decide that the town of Kuznetsk should be our first main base, as it is the most northerly recruiting and building point that we are confident of having control of while initial buildings are constructed and forces trained (4 weeks), and can be supplied with reasonable effort from Tashtagol.
Outline plan

  • WordSmith will stay in Sandispk, organise the supply dumps, and construct a logistic train to Kuznetsk.
  • Morgon's ship will take the other 5 and their guard to Kuznetsk, where Faith will construct buildings and organise training of initial armies (around 3-5,000 troops, subject to confirmation of the ability to supply that many from Sandispk on current budget assigned).
  • Ship to take other 4 leaders and military supplies for a few hundred troops west to <appropriate town>. Belisarius to build a barracks and ?00 troops (as many as can be fed from the town and fitted out from a shipload). (Will the ship need to offload Belisarius' guard in Kuznetsk and return to Tashtagol to have room for the military supplies?)
  • Ship to go South then East to Province capitals to assess resources.
  • Consider sending Sabrina to treat with the Elves.
  • Belisarius creates a Western Command based in Malisheva. A Barracks and Fletchers is built here in a structure called by the locals the Kremlin of Hope. Here the the Alyksevskyi Regiment is formed on the 24th of Fruit 807. Note that heavy armour and weapons have been agreed to be shipped in from Kotivan, to reduce infrastructure.

As we travel we notice that flying magics are harder to control as we approach the mountains NW of Kuznetsk. Further studies show that mana is being drawn N and NNE on ley lines. We expect something interesting to happen NNE of Tomsk district on Samhain.

Each requires 1-2 weeks and a little action to reach Rank 3. Field Officers have Battlefields, Skirmish, partial Logistics training. QM Officers have Logistics, Skirmish, partial Battlefield training. Each Field Officer can lead ~220 troops. Each QM can supply ~1100 troops.

Note that the General Staff - our replacements - are being trained up in an 8 week intensive training programme. They will be reaching Tomsk at the start of Winter and assigned to each PC as a shadow. They will be Rank 3-4, with 3 specialities, ready for each of you to train one more speciality (siege, naval, strategy, etc). They are local nobility.

Officer 'material' will be identified quickly and those showing promise will be taken aside from the normal training groups and shown additional tactical options and given training to become officers as well as completing the training of the 'regular' troops. Officers will receive an extra apportionment of rations to keep their strength up during the increased training tempo period. Officer Training will start in Kotivan once a facility is built there to enable this.

Notes and Assumptions

  • Two of Morgan's Sailors, two of Sabrina's Cavalry, and two four (thanks) of Belisarius's Heavy Infantry are seconded to me.
    • Morgan's sailors will work with the scouts and local traders to determine which rivers are navigable, in what sized ships, and what number and size of ship are available. They will also start judging the quality and cost of crew. They have a budget of 20fl (4,800sp). Returned to Morgan with my thanks after the first month - no ships available.
    • Sabrina's horse-lads will evaluate the local horse-flesh (starting with mules, then coursers & yaks), and start purchasing it as fast as they can. They have a budget of 20fl (4,800sp) to get to know the market. Actual purchases are budgeted separately.
    • Belisarius's infantry will be used for training troops. However, initially each will supervise a separate construction site.
  • Maintenance Costs
    • Animals need 10% of their purchase price in extra supplies each month.
    • Wagons need effectively 2% of their purchase price in upkeep each month.
    • At 2 man/months of supplies for 1fl., the cost of living is 30% better than the listed level for conscript soldiers. This is unsuitable for peasants - it will make them fat & lazy. 3 peasants will be fed per fl.
  • Misc
    • Training Officers is a separate & useful task. This will consume ½ Faith's typical day.
    • The scouts are partially surveyors, planning best routes for roads, waterways, etc. They will be providing maps of some sort for HQ.

Road Builders

Each team of 24 road builders is responsible for one standard day’s march of road. They are billeted at the towns which are every 3-4 days travel, and at villages in-between.   1. No post-Brovsti upgrades yet costed.
  2. The Army 4 build headcount include 90 Eresnans transferred from WS to Faith in Harvest.
  3. Faith's month 2 and 3 costs include paying for the Field Officers trained, but not yet wanted by the army, and the QM Officers. There are currently 7 Swordmasters / Field Officers not deployed. Aryan has 11, Morgan and Sabrina 9, and Beli 4. Also 2 QMs for each General.
  4. There are differences between costs here and on the individual Generals' sections. Sometime I'll post alternative army recruitment lists for the Generals to check.

Army recruitment
I suggest we do our 4th lot of training at Tomsk (starting ~Day 65). This may allow Horse-bow and Med Cav to be directly produced, and will be closer to the action.
Until then, we need to march green troops to Tomsk and then spend a week to upgrade them. Michael, you may need to rethink your second-round builds, which start a month before we take Tomsk.
The third round intake probably needs to be smaller, so I was thinking of closing Malisheva - we can't support 12,000+ troops, and need the armoury/officers based at Kuznetsk.
