Sanctuary Isles

To the west of Sanctuary lies Confederation Bay, and the endless Western Ocean. Coastal traffic ply the trade routes from the Baronies to Ranke, Carzala and beyond. These ships make their way between the island of God Rock, 5 miles out to sea, and the Scavenger Isles, a group of isles just out of sight of land. The straits between Sanctuary and God Rock are filled with fishing vessels and local traders, and most ships not actually entering Sanctuary harbour choose to avoid this fleet of Sanctuary's finest, discretion being the better part of valour.

God Rock

God Rock is a deserted island maybe a mile and a half across, and half a mile wide. It is occupied by giant spiders and the small rodents they prey on. The ruins of the old Urielite Abbey are on a cliff-top overlooking Sanctuary harbour. Occasionally lights are seen there late at night. People who investigate God Rock are usually never seen again, or return with horrific tales and poisoned wounds.

Scavenger Isles

The Scavenger Isles are home to those Ilsigi fishermen and sailors who couldn't bear to be under the yoke of Ranke. They make a living through preying on ships, and selling the trade goods back to Sanctuary. Some goods may be raided two or three times before finally leaving the region. They have close ties with the Riversiders and the fishermen, as well as the people of Little Ilsig, and this is mainly how their goods are fenced and their information gathered.

The Scavenger pirates are unjustly called the Sanctuary Navy. If Sanctuary had a navy under the control of the Governor, these parasites would have been wiped out long ago. Sanctuary has been blockaded twice in recent times by Destiny in revenge for the raiding, and trade is regularly hurt by their predation.

Attempts to organise attacks on the Scavenger fleet, by Destiny, the Elven Isles, and various merchant alliances, have all met with failure – the fleet scattered and disappeared days before the surprise attacks. It is said that they use magic to pick their targets, to track goods, and to predict the future, but this may just be because of the information they collect in Sanctuary. They do use magic to propel many of their vessels, and to summon storms to help drive other ships off course and near the shoals around the isles.
