Gallifrey is the nigh-barren home of the Time Lords, also known as the Mana Lords, whom apart from building time machines of various sorts, and fighting with the daleks, the cybermen, the demesne of amber and the courts of chaos for control of the multiverse, have the nasty tendency of depositing mana portals in various milieu for the purpose of extracting the mana back to Gallifrey at a prodigious rate.

Gallifrey is consequentially such a nigh-infinitely-high-mana nigh-infinitely-high-tech world, it is impossible to die permanently. The dead ressurect of their own accord. Furthermore all spells one knows will always succeed and cost no mana to cast.

The Mana Lords rule their world as an iron fisted utterly lawful neutral hierachical bureaucracy. Iconoclast Mana Lords like the Doctor or the Master are exiled. Huge prisons guarded by various client species, such as arachnids and clone US marines, permanently incacerate an enormous number of those opposed to the Mana Lords schemes.

As far as I know only two DQ parties have ever ventured, and then only briefly, onto Gallifrey.

It is possible the Mana Lords are partly responsible for, or are allied to those whom are responsible for, the Dark Circle.
